Licorice pen device Vape Meet in Finland: the flat shortlist
Licorice in Finland: 18 units tested over 7 weeks, pen device formats, priced per 10 ml for Finland.
What licorice costs in Finland
Licorice sounds like one product. It is not: a pen device running 20 mg/mL will taste nothing like the same blend on a different device, which is why we test before we recommend.
The honest read on licorice: 18 units through the same routine over 7 weeks, and the difference between a good batch and a bad one came down to batch age, not the sticker price.
The short version: licorice in Finland works if the pen device, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a licorice pen device really costs in Finland
Licorice in a pen device is not the same product you see in a catalogue photo, and the price per 10 ml is where the gap shows. In Finland the liquid, the coil and the power setting all have to agree before the flavour actually lands.
How we tested licorice in a pen device
- Pick the pen device that fits the device already on your desk, not the one on the headline page.
- Choose strength against the ceiling in Finland, which is 20 mg/mL for retail here.
- Order before 14:00 so the parcel leaves the same day and lands inside 3–6 business days.
- The listed nicotine ceiling, which is 20 mg/mL in Finland, not a suggestion.
- Coil type inside the pen device, because mesh and wire age at different rates.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Batch code and production date, so a licorice bottle turned in 7 weeks ago is not sold as new.
Where licorice goes wrong
- Ordering in bulk without checking whether couriers in Finland accept nicotine freight.
- Treating the advertised €55 entry kit as the real cost when refills run €2.66 per 10 ml.
- Matching strength to the device instead of the draw, which is why licorice tastes flat after two days.
The rules that apply here
Finland caps nicotine at 20 mg/ml and bans most advertising for these products.
Retail sales in Finland sit under the same nicotine the label declares, which is 20 mg/mL. Anything above it is not sold through this channel.

| Entry kit | €55 | What a first order really pays |
| Refill cost | €2.66 / 10 ml | The figure that decides the habit |

Frequently asked questions
Is buying in bulk actually cheaper?
Not automatically. On licorice the budget price and the premium price can sit within €2.66 per 10 ml once 3–6 business days is counted.
How much does a pen device cost per 10 ml?
On the last run in Finland: about €2.66 per 10 ml liquid plus €55 for the entry kit, before any bulk discount.
What nicotine strength should licorice start at?
Start at whatever Finland allows on the label. If you already smoke, drop one step; if not, half of it for a pen device.
